Must Spray NYC

For a moment, let's forget all the technical issues about pesticide dangers vs the threat of West Nile Virus-infected mosquitoes to ask a simple question. Why is Rudy Giuliani so anxious to spray the City with pesticide nerve gas for a third year in a row?

It can't be for political advantage. Spraying has become more and more unpopular over the past three years. A recent WPIX 11 news poll found almost 95% of respondents did not want to be sprayed.

It can't be the threat of deaths either. At it's height, the so-called West Nile Virus "epidemic" claimed fewer lives than are lost from freak accidents like falling onto the subway tracks or being hit by lightening. Many experts doubt that even one person actually died from West Nile Virus in NYC, since the Department of Health never released any names or made any blood or tissue samples available for confirmation by independent labs.

Nor is it simply a matter of helping pesticide companies make money. Clarke, the company which did much of the spraying last year, was fined a million dollars for violating various laws. This year no U.S. company was willing to even submit a bid for the NYC spraying contract, claiming the liability was too great.

It's easy to come to the conclusion that Giuliani is a lunatic, but that doesn't explain why the CDC and other government agencies are encouraging him all along the way. One man's madness can hardly explain what appears to be a well-organized national program involving thousands of public health professionals and elected officials.

Protecting human health seems a very unlikely goal of this program. The NYC Department of Health's own documents indicate that hundreds of thousands of people with asthma, immune disease and other health problems could be negatively affected by contact with the spray. Only a handful of people are projected to become ill if no spraying is done at all and a full scale West Nile "epidemic" runs rampant. Their own literature describes the virus as unlikely to cause more than a mild headache and as extremely difficult to become infected by.

When you cross all other explanations off the list, there's one sobering conclusion that's left. It explains every aspect of this issue and makes what Giuliani is doing appear to be perfectly rational and consistent. In fact, the spraying is consistent with every single policy Giuliani has ever attempted to promote as Mayor.

The answer is simple: eugenics or population reduction and control.

If you think eugenics experiments and population reduction programs ended with the defeat of Nazi Germany in 1945 you're in for a rude awakening. The U.S. government has admitted before the U.S. Congress and in the media that it imported thousands of former Nazi scientists to the U.S. after the war and set them to work in medical research programs, labs run by the military and in right wing think tanks. In the U.S. and in Europe their influence on pharmaceutical companies, experimental vaccine programs and public health issues is immense.

More to the point, the Nazis were proud to admit they copied many of their eugenics programs directly from laws enacted in the U.S. during the 1920's and 30's. Population control continues to be a top priority of the U.S. government.

The sponsors and promoters of U.S. eugenics programs were some of the nation's leading industrialists, bankers, social activists and philanthropists. Their names range across the political spectrum and include former U.S. Presidents (Bush), oil barons (Rockefeller), car manufacturers (Ford, GM), CIA directors (Dulles, Casey) and birth control advocates (Margaret Sanger).

The much-hyped Human Genome Project frankly admits on its website to the eugenics origins behind this multi-national government/corporate enterprise and its direct relation to the eugenics policies of Nazi Germany and the U.S.

When most people hear the word eugenics they think of Jews being gassed or genocide in places like Bosnia, but that is just the most extreme and violent aspect of population control. Modern eugenicists prefer more "humane" applications which almost imperceptibly shorten lifespan, reduce fertility and thereby reduce the government's need for social programs like welfare, social security and medicaid.

One of America's leading corporations and one of its most generous contributors to politicians, Phillip Morris, was recently embarrassed by the revelation they had commissioned a study on the tremendous cost-saving benefits that would accrue to the Czech government by NOT restricting access to tobacco products. The study noted that hundreds of millions of dollars would be saved each year in pensions and medical benefits simply by encouraging the Czech people to die a few years earlier via the healthful effects of cigarette smoking.

You don't need storm troopers rounding up people and shipping them to death camps if you can get people to voluntarily shorten their lives by requiring the use of contaminated vaccines, prescribing dangerous drugs, encouraging cigarette smoking or by convincing the public to passively submit to being gassed in their homes.

Keep in mind that these kind of eugenics programs are not about getting people to die on the spot. Like a time lapse movie of plants growing you'd have to speed up the action to see anything happening at all.

Simply reducing a population's lifespan by a few years or causing them each to have a few less children saves the government billions of dollars. A side-effect of promulgating illness is that it creates a huge market for products manufactured by the same pharmaceutical companies that are involved in these eugenics programs. In this regard it's worth noting that the GW Bush administration has an amazing degree of connection to drug companies and is made up of many former drug company officials.

What does this have to do with Giuliani?

As I've pointed out for the past eight years, Mayor Giuliani claims to get virtually all of his ideas from the Manhattan Institute (MI), a right wing think tank started in 1978 by Reagan's CIA director, William Casey. GW Bush likewise claims allegiance to MI, and has stated that next to the bible no other source has so affected his ideas. Casey spent the years immediately following WWII in bringing former Nazis officers to the U.S. many of whom were involved in eugenics.

MI has been the long-time patron and sponsor of Charles Murray, author of the Bell Curve, a widely disseminated social science text based almost exclusively on studies financed by far right eugenics foundations with direct ties to Nazism, including the notorious Pioneer Fund. According to the NY Times and other mainstream news sources, Murray's books are the ideological source behind welfare reform. Murray is also a colleague of Jason Turner, Mayor Giuliani's Welfare Commissioner.

MI is funded by the Rockefeller families' Chase Bank, recently renamed JPMorganChase, and by pharmaceutical companies run by the Rockefellers. Chase Bank has admitted to being very much a facilitator of Hitler's, helping him loot the vaults of numerous occupied European nations and voluntarily turning over Jewish bank accounts to the Nazis. Presidents Roosevelt and Truman declared the Rockefeller family and its business interests such as Standard Oil to be traitors to the U.S. who were aiding Nazi Germany throughout the war.

Standard Oil was half owner of IG Farben, the chemical giant which was the backbone of German industry and the builder of Auschwitz and forty other slave labor/death camps. I.G. Farben is also directly connected to the issue of West Nile Virus as it was the inventor of most of today's pesticides.

After WWII I.G. Farben was split up into Bayer, Hoescht and four other leading pharmaceutical, chemical and pesticide companies the subsidiaries of which - like Monsanto - developed, manufacture and distribute virtually every pharmaceutical drug, chemical and pesticide on the market today.

The Rockefeller connection to West Nile Virus is neither superficial nor a coincidence. According to Rockefeller University archives, West Nile Virus was "discovered" by Rockefeller scientists in Uganda in 1937 while they were experimenting with vaccines on the native population. Every recorded outbreak of this disease since then just happens to have occurred near biological warfare facilities.

The NYC vicinity has some of the top level bio-warfare research institutions in the world. Not only have Rockefeller-financed scientists been experimenting with West Nile Virus in NYC for decades, but the former Bush administration, which has very close ties to the Rockefeller interests, admits it shipped samples of West Nile and numerous other disease organisms to Saddam Hussein.

A yearly application of nerve gas pesticides such as Anvil or Malathion to a densely-packed urban population like New York City's is the perfect tool to carry out a gradual - and mostly invisible - eugenics policy. These chemicals and the even more toxic petrochemical products they are mixed with before spraying are hormone and endocrine disruptors, respiratory irritants and carcinogens. Look at what happened to the U.S. troops who served in the Gulf War from a relatively brief exposure to pesticides and experimental vaccines and you'll understand the kind of result such exposure can be expected to produce.

Exposure to these substances over time wreaks havoc on fertility, damages the physical and mental development of children, worsens asthma and sensitizes those exposed to a variety of immune diseases. Their routine use is certain to reduce the welfare rolls, lessen the immense cost of social security for baby boomers and shorten the payout span on pensions from corporations and the NYC government. During three years of being sprayed with toxic nerve gas most New Yorkers barely registered a word of complaint, in part thanks to the corporate media consistently downplaying the dangers of spray exposure. The population's apathy, gullibility and passivity in the face of this unprecedented chemical campaign was great news for eugenicists everywhere.

If not for the tireless work of the NoSpray Coalition, there would have been no resistance or outcry in NYC at all and media reports would have depicted the spraying as completely safe. For every televised or published report which cautiously implied that spraying might have negative side effects there were hundreds which did nothing more than disseminate the false information in the Mayor's daily press releases.

I was just diagnosed with asthma. In 1999 I was directly sprayed with Malathion by the Giuliani administration.

A few days after being diagnosed I was at a cable TV studio preparing to tape an interview. There were six middle-class white men and women with me in the studio. When I mentioned I'd just found out I had asthma, four of the six volunteered they'd received the same diagnosis in the past year.

Even the Mayor admits the spray is dangerous for those with asthma, which in NYC is an out-of-control epidemic, yet he claims he will spray even if the one alleged human WNV case this year involving an elderly woman turns out to be negative. In predominantly African-American areas of the City such as Harlem, three out of five children have already been diagnosed with asthma.

The Mayor claims the spray is so safe, you'd have to sip it through a straw to get ill. At the same time he made this absurd statement which the product's own label refutes 100%, he distributed a private memo to all police precincts (see below) ordering NYPD officers assigned to accompany spray trucks to stay at least 25 feet away, to not breath the spray and to immediately wash their skin and remove any clothing if it gets on them.

The Mayor brags that in 1999 he was repeatedly sprayed with Malathion - which is suspected to cause prostate cancer - yet suffered no ill effects. In late 1999 both Giuliani and NYPD Commissioner Safir were diagnosed with prostate cancer, as were thousands of other New York City males.

Giuliani says he has to spray, and he's right. His bosses have given the order and like the good Nazi that he is, Adolf Giuliani must obey.

Internal NYPD memo on 2001 West Nile Virus spraying

Here's an optical character transcription from an actual NYPD internal memo I recently obtained that was issued to all precincts on 5/16/2001. Reporters who need to see the actual memo in order to report on it can contact me for a copy. Note that it orders police to stay at least 25 feet from spray trucks to avoid poisoning, advises them to wash their skin with large amounts of water in the event they are sprayed etc. These precautions are quite interesting in light of the lack of precautions taken with police, spray workers and civilians in NYC last year and with the Mayor's repeated assurances that the spray is "completely safe". Just this week in response to being questioned about this memo, Giuliani claimed, "you'd have to sip it through a straw", to be harmed by it. Many New Yorkers were directly sprayed and we were all repeatedly and deliberately disinformed by the Mayor and the Dept of Health. NYPD OPERATIONS ORDER

ADULT MOSQUITO CONTROL TRUCK ESCORT

05-16-01 Operations order # 33

The New York City Department of Health may be performing strategic ground-based mosquito control to reduce the size of the adult mosquito population that is associated with the West Nile Virus or a similar threat to the public's health. In order to assist the Health Department in carrying out focused pesticide spraying; uniformed members of the service may be assigned to escort trucks from that agency or an applicator under contract to that agency while pesticides are being sprayed, or perform foot patrol duties in the vicinity.

2. For the guidance of all uniformed members of the service who may be assigned to

spraying operations, the following procedure is established.

a. All uniformed members assigned to escort the pesticide spraying trucks or to foot patrol duties in the vicinity, will have their names recorded in the Command Log concerned.

b. The detail supervisor or patrol supervisor concerned will notify the Medical Division Sick Desk for assignment of an Exposure Number.

c. The following precautions should be strictly adhered to:

(1) Assigned Department vehicle(s) shall ONLY lead spray trucks(s) through designated routes and make announcements as needed. Under no circumstances shall any Department escort vehicles follow spray truck(s).

(2) Do not open the vehicle windows during spraying.

(3). Set the air conditioning vents to re-circulation mode during spraying.

(4) Avoid contact (skin, eyes or clothing) with the spray.

d. In the event that uniformed members on foot patrol are assigned to the location where Department of Health personnel will perform spraying; maintain a safe distance of approximately twenty-five (25) feet Born passing spray trucks to minimize members' exposure to the pesticide.

e. In the event any inadvertent exposure to the pesticide occurs, comply with the following measures:

(1) If the pesticide is splashed directly in the eyes, immediately rinse both eyes with lukewarm water for at least fifteen (15) minutes or until relieved, If eyes are irritated or vision is not normal after fifteen minutes, seek medical assistance.

(2) If exposed skin comes in contact with the pesticide~ the skin should be immediately flushed with large amounts of water and any contaminated clothing should be washed with soap and water.

(3) Any member who experiences any adverse reaction to pesticide should call their doctor and/or the New York City Poison Control Center at (212) 764-7667 and also notify the Occupational Health Nursing Unit of the Medical Division at (718) 760-7644, or the Sick Desk.

3. Commanding officers will ensure that the contents of this order are brought to the attention of members of their commands.

4. Operations Order 29, series 2001 is REVOKED.
